settings uses the same "on conflict — overwrite" policy, but this time the key is not yet in the table, so there is no conflict and the row simply gets appended. Try to add to settings a row with key timezone and value UTC using the same "overwrite on conflict" policy. The key is not in the table — the row just appears. Return key, value for all rows, ordered by key.
