Dates in ISO format

Dates need a consistent format before the archive is migrated. For tickets containing dates in DD.MM.YYYY format, replace every such date with YYYY-MM-DD and return ticket_id plus the resulting text as normalized_body. Leave all other text unchanged and order by ticket_id ascending.
