Active warehouses per city

Samokat is a dark-store network for 15-minute delivery. An ops analyst tracks which cities have grown beyond 80 active warehouses — a key trigger for regional strategy. Warehouse geo coordinates live in POINT, the active flag in BOOLEAN. Count currently-open warehouses (is_open = TRUE) per city and keep only those cities with strictly more than 80. Biggest cities first. Sort the result by warehouse_count (descending).
